Hand-held waving flags are intended for promotional and ceremonial activities as part of promotional and stage materials. They are made from single-sided polyester, tarpaulin, or paper. Polyester flags are printed on one side but visible from both sides, while paper flags must be printed on both sides.

Flags are mounted on small plastic or wooden sticks using adhesive. They are made in various dimensions, but height should not exceed about ten centimeters to allow easy waving.
